Read & Send Commands via CAN-H/CAN-L using ONLY OBD2 port

Hello
Can you please confirm that minimum which version of Carloop device can have bi-directional communication with the vehicle’s ECU via CAN (H/L), if connected to OBD2 port only?

Bidirectional means, I would like to get the data from ECU (Door Status, DTC Read/Reset, etc) as well as I would like to send commands REMOTELY (GPRS) to vehicle to roll up windows, Lock the doors, Engine Cut-off, etc ?
Or any other development kit available (Arduino)
